As the leading journal in the field, Government Information Quarterly seeks to publish high quality scholarly research, viewpoint articles and editorials that inform both researchers and practitioners regarding the relationship between policy, information technology, government, and the public. Advances in information and communication technologies are associated with a wide and increasing range of social consequences, which are experienced by individuals, work groups, organizations, interorganizational networks, and societies at large. Information technologies are implicated in all industries and in public as well as private enterprises. Understanding the relationships between information technologies and social organization is an increasingly important and urgent social and scholarly concern in many disciplinary fields. Information and Organization seeks to publish original scholarly articles on the relationships between information technologies and social organization. It seeks a scholarly understanding that is based on empirical research and relevant theory. Information and Organization also seeks to advance established and emerging theoretical arguments through the publication of papers that review empirical research and provide directions for future research and theory development. Essays that provoke critical thinking on important subjects are also sought, including articles that focus on research impact and contributions to knowledge. The aim is to provide a forum that brings together innovative, reflective, and rigorous scholarship.

  • JDIS devotes itself to the study and application of the theories, methods, techniques, services, infrastructural facilities using big data to support knowledge discovery for decision & policy making. The basic emphasis is big data-based, analytics centered, knowledge discovery driven, and decision making supporting. The special effort is on the knowledge discovery to detect and predict structures, trends, behaviors, relations, evolutions and disruptions in research, innovation, business, politics, security, media and communications, and social development, where the big data may include metadata or full content data, text or non-textural data, structured or non-structural data, domain specific or cross-domain data, and dynamic or interactive data.

    It publishes rigorous high-quality research on quantitative aspects of information science. The main focus of the journal is on topics in bibliometrics, scientometrics, webometrics, patentometrics, altmetrics and research evaluation. Contributions studying informetric problems using methods from other quantitative fields, such as mathematics, statistics, computer science, economics and econometrics, and network science, are especially encouraged. JOI publishes both theoretical and empirical work. In general, case studies, for instance a bibliometric analysis focusing on a specific research field or a specific country, are not considered suitable for publication in JOI, unless they contain innovative methodological elements.

    A cross-disciplinary and refereed journal, focuses on the research process in library and information science, especially demonstrations of innovative methods and theoretical frameworks or unusual extensions or applications of well-known methods and tools. Library & Information Science Research publishes research articles primarily from a social science perspective. LISR does not normally publish technical information science studies (e.g., algorithmic methods related to information retrieval or natural language processing) or most bibliometric studies, as these would find greater readership in the many fine journals covering these areas.

    教育部于2020年12月7日印发《关于破除高校哲学社会科学研究评价中“唯论文”不良导向的若干意见》,文中指出:高校在哲学社会科学项目平台评审、科研奖励、人才评价、职称评定、岗位聘任、导师遴选、学位授予、绩效分配、学校考核、资源配置等过程中不同程度存在“唯论文”现象,简单以发表论文期刊级别、数量、引用率、影响因子、转载情况等作为主要评价指标,重数量轻质量,忽视学术著作、决策咨询报告、优秀网络文化成果等其他标志性成果质量、贡献和影响等,导致学术功利化浮躁化、创新创造动力不足、违背人才成长规律、侵蚀学术风气、污染学术生态等系统性危害。不得简单以刊物、头衔、荣誉、资历等判断论文质量,防止“以刊评文”“以刊代评”“以人评文”。不得过分依赖国际数据和期刊,防止国际期刊论文至上。不得为追求国际发表而刻意矮化丑化中国、损害国家主权安全发展利益。不得将SSCI、CSSCI等论文收录数、引用率和影响因子等指标与资源分配、物质奖励、绩效工资等简单挂钩,防止高额奖励论文。不得将SSCI、CSSCI等论文收录数作为导师岗位选聘、人才计划申报评审的唯一指标。不得把SSCI、CSSCI等论文收录数作为教师招聘、职务(职称)评聘、人才引进的前置条件和直接依据。不得将在学术期刊上发表论文作为学位授予的唯一标准。不得将学历、职称等作为在教育系统学术期刊发表论文的限制性条件。不得多头评价、重复评价,严格控制涉及论文的评价活动数量和频次。不得盲目采信、引用和宣传各类机构发布的排行榜,不过度依赖以论文发表情况为主要衡量指标的排行性评价。
