學術論文以探討公共圖書館及社會教育相關議題為主；實務論文以圖書館實務應用相關議題為主，如：服務理念、資源運用、技術服務、科技應用、空間規劃、閱讀推廣、專業發展、創意行銷、社會教育、跨域合作等，但不侷限所列議題。

創刊於民國72年，以蒐羅圖書館相關學術領域理論與實務之論文，提供以公共圖書館經營參考為核心宗旨，歡迎關心圖書館事業現況、發展及未來趨勢的各界人士踴躍惠稿。

公開取用的學術期刊，收錄主題範圍，涵蓋：圖書資訊學、目錄版本學、檔案學、出版、數位學習、數位圖書館、數位典藏、數位人文等，文章類型除學術審查論文外，亦收錄書評、實務工作報告等。

創刊於民國六十四年四月，為國內最早為Information Science Abstracts、Library & Information Science Abstracts（LISA）、Library Literature、PAIS Bulletin（Now: PAIS International in Print）收錄並索引之圖書館學與資訊科學專業期刊。 本刊宗旨在聯繫國內外圖書館學與資訊科學界從業人員及學者專家，共同研討圖書館學與資訊科學各方面之問題，介紹有關新知技術，報導圖書館學與資訊科學界之重要活動，並謀求圖書資訊學與資訊事業之發展。 本刊為半年刊，分別於每年四月及十月出刊，全年徵稿並隨到隨審，交、審稿流程均採用線上系統，審查則採雙盲匿名制度，並分紙本與電子版本同時出版。舉凡圖書館學與資訊科學相關主題之文稿均歡迎賜稿。 本刊最早由國立臺灣師範大學社會教育學系與「美國華人圖書館員協會」（Chinese American Librarians Association, CALA）合作編印，民國九十一（2002）年起由國立臺灣師範大學圖書資訊學研究所與CALA繼續出版。

It is established mainly to provide a forum for librarians, archivists, documentalists, information scientists and other information related professionals in Africa to report their research findings but with emphasis on African setting. The Journal is refereed by distinguished scholars. Emphasis is on empirical research; however, manuscripts of high quality on theoretical aspects of the three information related disciplines will be considered for publication.

IJoL welcomes articles relating to academic, research, public, school and special libraries and other information institutes. It is published by Chinese American Librarian Association (CALA), an affiliation of the American Library Association. Published by Chinese American Librarians Association (CALA). It is a peer­-reviewed open access journal dedicated to publishing articles on as broad an array of topics as possible from all aspects of librarianship in all types of libraries. IJoL publishes original research papers, practical developments, reviews, and commentaries of value to professional practice in librarianship in general. It encourages scholarly and professional communication on librarianship within and among relevant professional and academic communities.
